An efficient and responsive anti-dumping administration also sends appropriate signals to the erring exporters who might be inclined to indulge in price undercutting and underselling to the detriment of the Indian industry.
There are different levels at which one can answer this question. For instance, there are legitimate reasons for complaining about the WTO and the Uruguay Round agreements. First, the liberalisation in market access promised in the course of the Uruguay Round to developing countries did not materialise, primarily because the Uruguay Round package provided enough loopholes and caveats. Second, there was dirty tariffication and tariff escalation, the latter deterring value addition in exports from developing countries.
